Yes, Lootas cannot deal with heavy armored vehicles, but they are practically unfair against light armored vehicles and heavy armored troops. They should be moved to Heavy Support and possibly kicked up a few points.
To deal with heavy armor, give them more strength 8, 9, and 10 weapons, but keep them unpredictable and/or unsafe. You can't give Orks a S10 weapon which is reliable every turn with no consequences... it's just not Orky.

If your not playing Lootas in most games, Gork&Mork Bless you! My interpretaion of the codex and how play testing went was that they filled a much needed roll in the Ork force and they were costed at a rate which would be an almost "Auto-Include" in any force.
I mean its so Orky, big unreliable gunz they are... but possibly too reliable for the cost if you are playing a game which you are only using units which are points costed perfectly.
One thing a lot of players do not notice is that they do not have a nob and this lack of leadership can make them go away quickly. Especially with the advent of drop pods, deep strikers, and orbital bombardments.
Its just a really good unit you are forced to deal with or suffer the consequences.
For the record, for what they do and how much damage they can output... They are a bit under-costed. Except against really good players who will target them with a ton of shots and eventually break them. In those games, they are way over costed.
And of course, they will almost always be in cover and far away! So good luck! But you know, some gene stealers infiltrating or a lucky spore... might stop your whole army from being wiped out... maybe.
To me the most under costed unit was shoota boyz. I mean for a full squad, thats almost 60 shots plus more if you paid for big shootas. Thats still 20 hits on average for bs2, as much as a tactical squad hitting every time with its bolters! Plus then you got boyz to spare and if you lose a couple, its not really effecting your hit numbers. Not to mention, they are still awesome in cc!
I love playing orks, as them or against them. A really well written dex! It makes you work on either side of the table but has potential against any opposing force to kick ass!! Mostly due to the fact that you have so much flexibility with so many units!

I always sort of wanted to convert my own Flashgitz... but sense I have so much on my plate and they are not really dependable for points costs it got tossed to the back burna so to speak... It will be interesting to see how they envision them!

40K Radio confirms Orks for June. These guys have a new source who has been 100% correct in his "leaks" in the last 6 months or so, so I believe it.
No word on kits or models.

New Ork rumors which came out yesterday, and have already been "proven" false. I am including the rumors here out of interest and as a discussion starter, but it should be noted these rumors are FALSE (supposedly). From Dakka DakkaMeganobs deepstriking and Choppas with +1S do not make sense. I like 6+ FNP and how WAAAGGHH! would work..
